The prison officers have to be continually assessing whether an inmate is on the path to cause them grief. A man can come in with the full intension of keeping his head down and doing his bird but then goes stir crazy. They can kick off at the slitest thing, fall out with other inmates, cause jeolousy in others or spread disease through the prison population. That's why cleanliness is so important and it doesn't matter if it comes out the end of a freezing cold hose..
